USCA improves to 19-4 overall and 12-4 in the PBC, while Lander slips to 8-14, 5-10.
Elkins connected on 8-of-17 floor shots and was 1-of-3 from the free throw line. Lea Saunders added 12 points, while Briana Wade had nine rebounds.
Porsha Martin led the Lady Pacers with 16 points, while Mia Antoine had a team-best 10 rebounds and Brittany Hill eight assists.
After trailing most of the second half, USCA went ahead 43-42 on an Emily O'Rourke jumper with 4:13 left in the game.
Lander regained the lead at 44-43 on an Elkins layup with 2:08 left to play.
Antoine put the Pacers up for good at 1:15 when her layup gave USCA a 45-44 lead. Martin ended the game with two free throws with one second remaining.
The Lady Bearcats, who led 27-21 at halftime, connected on 18-of-15 field goals (31 percent), including 1-of-16 threes (6.3 percent) and 7-of-11 free throws (63.6 percent).
